To ensure that all members of our groups, Inworld, can utilize their right to get the best quality experiences with our groups and the various programs and services we have to offer you Inworld, we have established rules to guide all members on what is expected of you at all times on our lands and in our group chats.
To ensure no misunderstandings, each set of rules applies to the specific group of users as indicated at the top of each rules section.

Imperial Council Rules of the Imperial Realm
In addition to providing guidance and counsel to the Imperial Madame in the interests of ensuring that the Imperial Madame does not overstep the rights and limits of the Imperial Queen or the members of the Imperial Realm, the Imperial Council also acts as the final arbiter of all appeals of the decisions made by the Imperial Queen, Imperial Madame, and the Imperial Magistrate. It provides opinions on questions that may be presented to the council regarding the rights of the membership and matters under consideration by the leadership team.
While these rules directly affect only the Imperial Council, all our members and guests must be aware of what the Imperial Council does. Anyone submitting an appeal or request for opinion to the Imperial council must follow the rules the Imperial council sets governing its proceedings.
- Imperial Council Established - There is hereby established an Imperial Council for the purpose of maintaining a proper checks and balance and to preserve and protect the rights of members of the Imperial Realm.

Responsibilities - The Imperial Council shall have the following
responsibilities:
- Advise the Imperial Madame - Provide advice to the Imperial Madame on matters before her to ensure she does not overstep the rights and of the Imperial Queen, the rights and limits of members, or the rules of the Imperial Realm.
- Hear appeals - Act as the final arbiter of appeals of decisions made by the Imperial Magistrate, Imperial Queen, or the Imperial Madame, interpret the rules of the Imperial Realm and determine if the member or party appealing the decision has made a case that the decision was in error.
- Issue Orders - THe Imperial council shall issue all such orders and opinions it deems appropriate in the administration and execution of its responsibilities.
- Opinions on Questions - Render an opinion on all questionspresented to the Imperial Council from the Imperial Queen and or the Imperial Madame when the question presented is a question of great importance that only the council can resolve.
- Establish all such rules of procedure that the Imperial Council deems necessary and appropriate to administer the proceedings of the council, including but not limited to the rules governing the sessions and meetings of the council.
- Limitations of the Imperial Council - The Imperial COuncil shall not have the authority to hear appeals of decisions that relate to matters pertaining to the safety and security of the Imperial Realm. These matters are vested soley in the powers of the Imperial Queen.

Role - The role of the Leader of the Imperial Council is as follows:
- The Leader of the Imperial Council is the Real World Domme, who owns the Imperial Queen and Imperial Vice Mistress.
- The Leader of the Imperial Council is a permanent position appointed by a real-life D/s contract.
- The Leader of the Imperial Council shall remain independent and impartial in all matters relating to the Imperial Realm.
- The Leader of the Imperial Council will set the meeting schedule and items presented to the Imperial Council for hearing and final decisions. This shall include all cases decided by the Imperial Magistrate, the Imperial Queen, and the Imperial Madame.
- If a realm member disagrees with a decision involving them that the Imperial Magistrate makes, they may appeal to the Imperial Queen. If a member disagrees with the decision of the Imperial Queen, they may appeal to the Imperial Madame. If a member disagrees with the decision of the Imperial Madame, they may appeal to the Imperial Council. The Imperial Council will be the final judge of appeals in the Imperial Realm and shall be what sets the absolute precedence of decisions relating to appeals.
- The Imperial Council may hear appeals of bans relating to violating the realm's rules. Still, it shall not have the jurisdiction to hear appeals in matters pertaining to the security and safety of the Imperial Realm and its members. All security Related bans are reserved for the final jurisdiction of the Imperial Queen.
- The Imperial Council may render or decline to render an opinion on questions sent to the Imperial Council by the Imperial Queen, the Imperial Madames, or the Leadership Team of the Imperial Realm.
- The Imperial Council shall have the right and power to adopt rules of procedure for administering the Imperial Council's business, including how appeals before the council are handled. All other administrative matters where the council has not set rules for the day-to-day administration of the Imperial Council shall be in the jurisdiction of the Leader of the Imperial Council.
- The Leader of the Imperial Council shall be the council chair and a permanent member.
- The Imperial Madames shall agree on and jointly appoint three members of the Imperial Realm who have been in the Imperial Realm for not less than two years and have not been banned, and are otherwise in good standing to the Imperial Council by providing those names to the Imperial Queen and directing that an order of appointment be issued on their behalf.
- The Imperial Queen shall appoint three members of the Imperial Realm who have been in the Imperial Realm for at least two years, have not been banned, and are otherwise in good standing.
- Appointments to the Imperial Council shall be made annually at the beginning of each year. Members shall serve until their successors are appointed by order and take their seats. Vacancies may be filled by appointment as provided for in Sections 2.1 and 2.2 of this part.
- No member of the Imperial Council shall be a part of the leadership team or in a decision-making position within the Imperial Realm.
- The Imperial Advisor may be granted a seat on the Imperial Council in the owner of her owning the Imperial Madame.
- Members may resign from the Imperial Council by providing a written letter of resignation to the Leader of the Imperial Council and the Imperial Queen and Imperial Madames. Resignations shall be effective immediately, and the seat shall remain vacant until filled by the appointing power.
